In September 2023, Estonia hosted the Open Governance Partnership Global Summit, which brought together heads of state and government, civil associations and policy makers from around the world. As part of the summit, nearly 2,000 guests from 104 countries visited Tallinn. 48 discussions were held on eight stages. The focus was on anti-corruption, freedom and participation, climate, digital technologies, law and crisis preparedness. In addition to the already existing region with freedom and sustainable principles, we created our own world for nearly 2,000 people, which was safe for the Prime Minister's delegations and at the same time open to the city population. Creation of 30 rooms with different technical capabilities, including 8 discussion rooms, 10 special-format meeting rooms, to hold 48 discussions and 144 bilateral meetings in 2 days. We built a digital signage system so that the rooms can be quickly found in the area and do not have to produce separate signs. We offered a programmatic work form that had a free effect, but at the same time was planned in detail on paper - each room was separately managed both in terms of substance and form. We enabled the transmission from the main hall and the possibility of translation into four languages and in all discussion rooms. We supported the main program with "outside the box" activities: "Life Wisdom Academy" - stacking wooden boards, salting cucumbers; weaving safety nets for Ukraine; "Embassy of Utopia" - free microphone, excursions, etc.We involved everyone: from independent organizations to almost all catering establishments in the area, plus more than 100 volunteers. We carried out the event sustainably and by providing an example for future large-scale events in the form of an environmental footprint measurement system. The most important part of the result was the fact that it was all possible and feasible so that the parties were very satisfied. A follow-up survey conducted with the participants confirmed that the event was particularly memorable for foreign guests. Creating such a large functioning discussion system in an already existing similar world worked openly and at the same time safely; sustainably and in compliance with the protocol; matter-of-factly and creatively at the same time. The high level of our technical implementation, the application of an open world of thought even in the most complex circumstances, and the courage as a country to say what is important certainly left a very special mark on Estonia.
